That’s what I’d like to know. According to the IRS’s “Where’s My Refund?”:
Your tax refund is scheduled to be mailed on April 29, 2005. If you do not receive the refund by May 27, 2005, please contact us again. We are unable to take any action until then.
Can someone explain exactly how they can schedule a date to mail my refund over a week in advance, but not send it out until then? If it’s already been processed, shouldn’t the Treasury cut a check and give me my money back? It only seems fair that since they’ve been collecting interest on it since I earned it, that I should get it back once I’ve told them how much they’ve overcharged me.
Treas aint gonna cut that check any sooner than they have to. Its called Prompt Pay, read the Momentum User Guide. There is a superformula used to compute exactly when the gov’t should cut the check so they can maximize there interest.

Your tax refund was mailed on April 29, 2005–is what mine says—unfortunatly I only received a no change letter—this has been going on for 2 mos…and the funny thing is that the “no change letter I received on staurday april 30th is postdated may 2, 2005 and it says I’ll get my refund in 6-8 weeks…I never heard of anything like this in my life—-any comments?

You are so right. The only surprising thing is that they actually told you…
